Elly is in the Sacred Empire of Solaris' military, the Gebler force, assigned to help Aveh in it's war against Kislev. Assigned to Ignas to carry out the Solarian plan for domination (mainly by spying), she first holds up Fei at gunpoint. After that, Elly suffers a wrenching internal conflict: To help Fei or not? How this is settled relates to the heart of the quest.
Elly is a competent fighter, and uses deadly rods to maim her enemies.
The story of Elhaym Van Houten is a very long and tragic one. She was born in Solaris but has questions of her true heritage. She suspects that her "parents" aren't her true birth parents, and her physically different appearance only amplifies her suspicions. Her parent's, being "pure bread" Solarians (something that is quite rare) have very light colored hair and light blue eyes. Elly, on the other hand, has red-orange hair (which makes her really stand out) and very deep blue eyes, she does not
resemble either of her parents. Elly comes up with her own theory: When she was a child, she had a nanny that was suddenly brought to the house after she was found looking for her missing child. Elly's father, a top military officer, feels sympathy for the 3rd class citizens (3rd class citizens are basically slaves) and takes the woman in, giving her the job of caring for Elly. Elly suspects that her "nanny" was her true birth mother. However, Elly will generally keep quite about her suspicions out of
respect for her parents.
Elly decides, despite her fathers objections, to enroll in Judgend Academy to become a soldier in the military. Her father then tries to distance himself from her as much as possible, later, Elly will confront him about this, accusing him of being ashamed of her because she looks like a "Lamb" (surface dweller). While at Judgend, Elly takes a mind altering drug, known as DRIVE, which causes the user to become extremely aggressive and also brings out all of that persons Ether potential. Elly looses control
of herself, her ether power "overloads" and kills at least 3 or 4 other soldiers. Throughout the games first half, Elly will have flashbacks of this incident. (which is quite disturbing) The guilt from this incident help's her to empathize with Fei, who is trying to deal with his own inner conficts.
That incident also drew the attention of "higher ups", who considered her powers to be of the elite "Element" class.
After graduating Judgend, Elly is raised to the rank of Lieutenant (sp?) and put in charge of a small group of soldiers. Her job is to basically act as a spy for Aveh, during one of her missions, she steals a gear from Kislev (the country opposing the country of Aveh) and is pursued. During the pursuit, the gear she's in is badly damaged, forcing her to land in Lahan Village. This will cause the conflict that end's with the whole town being decimated by the Fei in the Gear Weltall.
Elly flees and eventually loses her way in the Blackmoon Forest. There, she'll come upon Fei, drawing her gun she threatens him and asks for directions. Fei, depressed and guilty after the Lahan incident, could not care less if Elly shoots him and actually asks her to do so. Elly backs away, telling him that something's wrong with him, suddenly, a monster attacks her from behind. Fei instinctively yells "Stop, don’t hurt Elly!" and attacks the beast.
How does Fei know Elly's name? She never mentioned it to him during their conversation. It's true they have never met before in their whole lives. Well, in this life anyway.....
Fei and Elly's seemingly random meeting turns out to be much more, more like a meeting with their pre-ordained destinies.
